"During court proceedings concerning a radioactive golf course, Tokyo Electric Power Co. stunned lawyers by saying the utility was not responsible for decontamination because it no longer "owned" the radioactive substances.

“Radioactive materials (such as cesium) that scattered and fell from the Fukushima No. 1 nuclear plant belong to individual landowners there, not TEPCO,” the utility said."

Allowing for the crappy translation, I'm impressed that anyone would be dumb enough to actually try that line in court. Apparently TEPCO, as well as not maintaining their nuclear plants and not training staff and not having plans in place to deal with problems, has no one on staff at any level that can be said to have anything like a clue. Going by the article, not even their lawyers have a clue.

I'm sort of impressed in a way: they're turning out to be as useless as the conspiracy loonies who accuse them of covering everything up and how it's the end of the world. Clearly, TEPCO isn't *capable* of much of anything let alone organising that!
